Rights and the norms of justice have also been generally thought of in relation to the homogenized citizenry of such States. However, recently, through economic globalization and migration this homogeneity has given way to multiculturalism in places which seemed securely anchored in a homogeneous culture. This situation urges to rethink not only the range of existing rights but also our conceptions of right or justice themselves. The purpose of this conference is to initiate this reexamination by inviting scholars of different countries and horizons to compare their insights on this issue. Targeted Issues: In this conference, we want to inquire into the relationship between the two types of social policies and the normative theories that legitimize them. The first type is that of universal welfare policies and the theories of justice that underlies them. The other is that of multicultural policies and of normative theories of multicultural justice. The relations between these two approaches have usually been thought in terms of a debate between individual rights or majority rights on the one hand and group rights or minority rights on the other. It seems to us important to go beyond this debate, especially by focusing on the changing nature of political conflicts and on the way in which issues can evolve from being represented in terms of individual rights to being viewed in terms of minority claims. Beyond this, our final goal is to re-conceptualize the relation between the two types of social policies and the normative theories on which they rest.
