　2001年9月11日米国で発生したテロリズムの犠牲者に対してわれわれは深い悲しみと哀悼の意を捧げる。

　一般市民をもターゲットにするテロリズムは、人間性への信頼が完全に無くなった時にのみ可能となるそれ自体として卑劣極まりない行為であり、いかなる理由をもってしても正当化されえない。しかしまた、こうしたテロリズムによってひき起こされた惨害は、報復を意図するもう一つの暴力の行使―それがいかに大規模かつ徹底的なものであろうと―によっては決して補償されえないものである。それどころか憎悪が憎悪をよぶ悪循環に人間社会は巻き込まれ、そこでは暗黒が支配し、理性による一条の光明すら見出しえなくなるであろう。このような世界の危機の中で、一本の葦にも比せられる人間性が強靭に維持されるためには、何がなされねばならないか。

　第二次世界大戦において日本はそれ以前からの中国侵略に加えて宣戦布告なき無謀な戦争を米国に挑み、そのあげくに「神風」特攻隊による自爆攻撃を余儀なくされ、最後に米国による広島・長崎への一般市民をもターゲットとする原爆投下により止めを刺された。この過去の経緯を踏まえて日本は戦後、国際紛争を解決する手段として一切の戦争の放棄を原理とする平和憲法をもち、平和国家として生き抜くことを決意した。このような経験を有する日本の市民として、いま何が必要かを考えたい。

　それらはまず第一に、テロリズムが発生する真の構造と原因を深く認識すること、第二に、問題解決のためとして暴力に訴えかけるのを絶対に回避すること、第三に、平和的手段による紛争転換の可能性をあくまで追求することである。
　このような認識に立って、われわれは以下のことを訴える。

（１）われわれはテロリストたちによる今回の行為に強く抗議する。意図がどうであれ、こうした行為は世界の差別・抑圧構造を温存・強化する結果に終わるだけであることを、彼らは深く認識すべきである。

（２）われわれは米国が核兵器の使用を含む暴力的手段による報復的行為を絶対に行わないことを強く要求する。そして米国市民が理性に基く寛容と自制の精神を貫き通すことを心から求める。なぜならそれこそが真に尊敬に値する勇気ある行為であり、米国市民はそうした困難な行為をなしうる偉大な人々であることをわれわれは信じるからである。

（３）われわれは日本政府が米国にあくまで自制を促し、暴力による報復的行為は絶対にこれを回避するよう忍耐づよく説得することを要請する。ましてや日本政府が米国の軍事上の要請を無批判に受け入れ、ガイドライン法の発動、集団的自衛権の行使（解釈改憲）、有事法制の整備、自衛隊法の改正、憲法９条改悪等、軍事力としての自衛隊の海外派遣を可能にする一連の諸措置をとる拙速を冒すことは絶対に避けねばならない。このような戦争参加の方向にではなく、われわれは平和憲法を戴く日本政府が、イスラエル・パレスチナ和平交渉を含む世界の紛争の平和的な転換に、いまこそ指導的なイニシアティブを発揮することを強く要請する。

（４）最後に、暴力による支配が圧倒的な優位を占める世界にあって、人間の存続が永続的に保証されるためには、軍事力の増強やテロ対策の強化ではなく、何よりも平和的な価値の創造が求められているのであり、そしてこれこそが真の意味でリアリティをもつものであることをわれわれは国際社会に訴える。今回のテロリズムによる惨害はまさにそのことを示すものに他ならない

　　We express our deep sorrow and sincere condolences to the victims of the terrorism which took place in the USA on September 11, 2001.　

　　Terrorism targeting civilian people is itself a cruel action and can only be conducted when confidence in humanity is completely lost.　It is an action which could not be justified for any reasons.　But at the same time, the damage caused by terrorism could never be compensated by another means of violence for retaliation, however large and sweeping it might be.　Moreover, human societies would be involved in a vicious cycle of hatred where darkness prevails and a light of reason is unseen.　In such a world of crisis, what actions should be taken in order that humanity which is compared to a reed can maintain itself very strongly ?

　　In the World war�U, following the imperialistic invasion into China, Japan started a reckless war without war declaration against the USA, was forced to conduct 'Kamikaze' self-destruction, and was finally put to an end by atomic bombing over the cities of Hiroshima and Nagasaki.After the war, Japanese people, reflecting such experiences of wartime hardships, has voluntarily accepted the so-called Peace Constitution with Article 9 renouncing war as a means of settling international disputes, and resolved to live as a peaceful nation.　We would like to think what actions are needed as citizens of Japan having such a historical background.

　　It is imperative that firstly the deep structure and true causes of terrorism should thoroughly be investigated and recognized, secondly employing violence of any kind as a means of conflict resolution should be avoided at all costs,and thirdly the possibility of conflict transformation by peaceful means should be pursued persistently. 
　　Having these points in mind,we would like to make the following statements.

（1）We protest strongly against the action conducted by the terrorists this time.　They have to acknowledge that whatever intentions they have,such an action will surely result in preservation and reproduction of discriminatory and repressive structures of the world.

（2）We urge strongly that the USA should not take retaliatory action using violent means including the atomic weapon.　And we heartily require that the American people will hold on the spirit of tolerance and self-constraint which are based on reason.　For they are the brave actions that deserve true respect,and we believe American people are great enough to fulfill this difficult task .

（3）We urge the Japanese government to persuade the US government to exercise self-constraint on itself  and avoid taking retaliatory actions.　Moreover, Japanese government should not take any hasty actions such as putting in action the Guidelines,employing collective right of self-defense (by changing interpretations of the Constitution),arranging laws in times of emergency, amending the Law of Self-Defense Force,revising the Article 9 of the Constitution, etc., which make it possible for the Self-Defense Force to be dispatched abroad as a military force,accepting uncritically the military requirements from the US government.　We urge strongly that the Japanese government should take the initiative,not in participating in the war, but in progressing peaceful transformation of conflicts in the world including Israel-Palestine Peace Process.

（4）Lastly we would like to make an appeal to the international community that in the world where violence overwhelmingly prevails,what is most needed in order to assure the ever-lasting existence of human beings is not reinforcement of military power and countermeasures against terrorism but creation of peaceful values.The latter does represent the reality and the disaster caused by the terrorists shows that.
