Old Age Pension and State intervention:

Charity, rightly understood, strengthens social obligations ... but grants without charity weaken them. And only such grants without charity weaken them. And only such grants can be made by the State. It has no power considering the needs of the individual ... It can endeavour to encourage thrift ... But it cannot foster it as the outgwoth of the character of the man and his family --- cultivated, therefore in sucha a way as will strengthen his responsibility, and to sucha adegree asa will in general suffice to meet all his needs. Lastly, charity considers the family,; State grants ignore it [Annual Report, 1895].
