立命館大学教職員各位

お世話になっております。 立命館大学利益相反委員会事務局です。

本学ではこれまで「立命館大学利益相反規程」の定めにより、
兼業申請をされている方に１年に１回、「兼業状況報告書」の提出をお願いしておりましたが、 2020年度10月に学校法人立命館教職員兼業規程（主管：人事部）が制定され、兼業状況の 報告は、「本法人または所属機関が求めた時」とされ、定期的な報告を求めない取扱いとなりました。

他方で、利益相反マネジメントの一環として、以下の特定の条件に該当する場合、 利益相反規程第12条に基づき、「自己申告書」を 提出していただくこととなりましたのでご案内いたします。

■対象者：大学以外の産学官連携活動に係る一団体から、 以下に掲げる項目において、年間合計1,000,000円以上の 金銭的利益を得ている全教職員
(1) 利益相反委員会において承認した兼業に係る収入
(2) 特許の実施料等、知的財産権に係る収入
(3) 株式の保有に係る収入
(4) 贈与に係る収入
(5) その他、経済的利益に係る収入
■提出期限：2021年6月30日（水）
■提出方法：以下の申請マニュアルに沿ってオンライン（SmartDB）申請をしていただく。

兼業されている場合であっても上記対象者に該当しない場合は 自己申告書の提出は不要です。
また過年度兼業報告書を提出されていない方であっても 上記に該当する場合は、自己申告書を提出していただく必要があります。

Dear Ritsumeikan University Faculty and Staff Members

I hope this email finds you well. This is Ritsumeikan University Conflict of Interests Committee Office.

In our university, as stipulated in Ritsumeikan University Regulation on Conflict of Interests, we have requested those who have concurrent business to submit "Concurrent Business Status Report" annually. However, since Ritsumeikan University Regulation on Concurrent Business for Faculty and Staff Members was stipulated in October 2020 (department in charge: Division of Human Resources), the status report on concurrent business will not be requested regularly, but only upon a request of the Trust or affiliated institutions.

On the other hand, as part of the management of conflict of interests, if any of the following specific conditions apply, it is requred to submit "Self-Enumeration" in accordance with Article 12 of Regulation on Conflict of Interests.

■Aimed at・Any faculty and staff members who earn 1 million yen or more of financial benefits annualy due to the following items from a body except for universities involving industry-academia-government collaborations.
(1) Income from a concurrent business approved at Committee on Conflict of Interest
(2) Income from license fee or intellectual property rights
(3) Income from share holdings
(4) Income from donated property
(5) Income from other economic benefits
■Submission deadline: Wednesday, June 30, 2021
■Submission method: Apply via SmartDB. following the application manual below.
Request for Submission of Self-Enumeration on Conflict of Interests(PDF)

If you do not fall under any of above categories, you do not need to submit Self-Enumeration even if you have a concurrent business. Also, if you fall under a catergory, you need to submit Self-Enumeration even if you did not submit the Concurrent Business Status Report in the past fiscal year.
