Issuance of Certificates, Certificate Stamps, and Student Discount Certificates

 Please note that the office may be closed due to disaster and other reasons.
・Transcripts of Academic Record including the grades for AY2023 fall semester  
 by Automated Certificate-Issuing Machines will be able to issue the transcripts from April 1.  
 Online applications will be available from the afternoon of April 3.
・Various "prospective certificate" certificates can be issued from April 3 
      by Automated Certificate-Issuing Machines
   Online applications will be available from the afternoon of April 4.

Issuance of certificates

Certificates can be issued in three ways: (1) Automated Certificate-Issuing Machine (on each campus) (2) Online Application (Issuing at convenience stores or receiving by postal mail), or (3) Certificate Issuance Office.

(1) Automated certificate-issuing machine

The certificates listed below can be issued to current students via the automated certificate-issuing machines.

The following certificates are issued by applying online or at Manabi Station(Suzaku: administrative office of each Graduate School).

  • Certificates, other than those listed above, for current students
  • Certificates, such as Certificate of Attendance, Certificate of Leave of Absence, Certificate of Withdrawal, etc., for graduates or students who are on a leave of absence, withdrew from the University or were removed from the register. The amount of time required for issuance depends upon the type of certificate.

Certain certificates require a handling fee for issuance. In these cases, the fee should be paid in certificate stamps.

Machine operating hours will change when classes are held on a Saturday, Sunday or a national holiday, when makeup classes or examinations are held, and during breaks (summer, winter and spring). For the following certificates, it is available to apply on the web and receive them at convenience stores nationwide (Seven-Eleven, Lawson, FamilyMart in Japan). For some certificates cannot be issued at convenience stores, please apply for them by mail.

Online Application Website

*Please login to the Online Application Website with your Rainbow ID and password. Also, it is not compatible with Internet Explorer.

*Enrolled students are required to complete multi-factor authentication when applying through the website.

*In case you see the error message "Your sign-in was successful but does not meet the criteria to access this resource.",please contact RAINBOW service desk. This message might indicate that your access from outside the university is restricted since multi-factor authentication was not set up within 40 days from the date your ID was issued.

*Payments are nonrefundable if you cancel the issuance or you pay incorrect fees. Please make sure that the content of your application is correct.

*The certificate is issued printing in black-and-white including the official seal, but the university treats these as original certificates. The paper is processed so that the words "コピー禁止" appear when photocopied, and these words are slightly visible even when the paper is not photocopied, but this is not a defect.

*Please select "By postal mail" on the application website only if the recipient specifies that the certificate must be sealed. If it is sealed, please note that it will take a few more days to sent out.

Purchase of certificate stamps

Purchasing from automated certificate-issuing machines

Students will have to purchase the stamps by cash, or prepaid transportation IC card (ICOCA etc.) .

Notes

  • Certificate stamps are issued on A4-size paper. Certificate stamps to be used as part of applications for the issuance of certificates should not be affixed to the application form. The application form and the stamps should be separate when submitted at the counter of the respective office.
  • A Student ID card is required for purchasing certificate stamp.Individuals who do not have a Student ID card including alumni and enrolled students who have lost their cards, please select "All other persons" located at the bottom right of an automated certificate issuing machine to purchase certificate stamp.
  • Cash is accepted for the payment of certificate stamps worth 4,000 yen or less. Certificate stamps worth more than 4,000 yen can only be purchased with prepaid transportation IC card or Co-op App. Charge the card or Co-op App with the necessary amount of money .

In-store purchase

Students can purchase certifcate ertificate stamps stamps at the following stores during business hours.The certificate stamps that are sold at the stores are certificate handling fees, motorcycle registration fees, shuttle bus tickets and sets of shuttle bus tickets.

Using a Student Discount Certificate(Student Traveler Fare Discount Certificate)

  • 1.Student discount certificates can be issued free of charge from the automated certificate-issuing machines.
  • 2.A student discount certificate is available for travel on Japan Railways Group, Kintetsu Corporation (Kintetsu), Nagoya Railroad Co., Ltd. (Meitetsu), Tobu Railway Co., Ltd., long-distance express bus, long-distance ferry and other services. You are advised to contact the transportation agencies in advance as the discount cannot be applied to some services.
  • 3.Students can receive a 20 percent discount on the fare when traveling a one-way distance of more than 100 kilometers (discount applied to the standard fare).
  • 4.Students are advised to purchase student discount certificates as needed from the certificate-issuing machine because student discount certificates are valid for three months from the date of issue.
  • 5.One round-trip ticket can be purchased per certificate.
  • 6.Students are asked to show their student ID cards when purchasing standard fare tickets and carry their student ID cards when using the standard fare tickets they purchase. They are also advised to read the back of their student ID cards when using the certificate.
Special response for the time being

Purpose of use

Students can purchase a student commuter pass only for traveling between their current residence and the University.

* They cannot purchase the commuter pass for using public transportation to participate in a club activity, part-time work, job hunting or other activities.

Allowable distance

Students can purchase a student commuter pass for the shortest route between the nearest station from the residence recorded on their student ID card and the nearest station from the University.

Required items

Students must present their student ID card when purchasing student commuter passes from transportation companies.

* If there is no enrollment confirmation label on the back side of the card or a current address and commuting route is not specified, the student will be unable to purchase a student commuter pass. (The enrollment confirmation label functions as a student commuter certificate).

Important points to note

  • If using more than one transportation company, specify the company used for each portion of the route.
  • If there is not enough space on the student ID card to provide information about the commuting route, please contact Manabi Station on their home campus.
  • If a student’s address changes, the student ID card must be stamped with a correction seal from the University. Necessary procedures should be completed at Manabi Station on their home campus.
