Taiwan’s Foreign Policies Toward Southeast Asia

On June 26, Dr. Alan H. Yang, a professor at National Chengchi University, delivered a guest lecture on Taiwan’s foreign policies toward Southeast Asia at Ritsumeikan University.

Dr. Yang began by providing an overview of Taiwan’s foreign policy, focusing particularly on the New Southbound Policy (NSP) in the context of the Taiwan-Indonesia partnership. He explained that the NSP aims to develop comprehensive relations with ASEAN, South Asia, and Australia and New Zealand while promoting regional exchanges and collaborations. The policy seeks to establish a new model of development for Taiwan, reposition the country as a vital player in Asia's growth, and create new values for the future.

He highlighted that the NSP's main program is implemented through cross-sectoral practices, described by the P-P-P-P configuration, which includes cooperation in the public sector, private sector, civil society, and non-governmental organizations (NGOs).

The discussion continued with a question-and-answer session, covering Taiwan's role in addressing current global issues, the economic competition between Taiwan and China, examples of effective leadership within the ASEAN region, and Taiwan's partnership with ASEAN countries in areas such as employment cooperation.

Dr. Yang concluded the lecture by emphasizing that Taiwan remains committed to fostering positive cooperation with various nations, strengthening economic, social, and political relations, and striving for internal improvements to become a more inclusive and advanced society.
