プロフィル
立命館大学大学院 国際関係研究科客員教授。東京大学法学部、英国ケンブリッジ大学経済学部卒業。外務省入省後、経済局長、外務審議官、駐ベトナム大使、駐韓国大使、駐フランス大使などを歴任。2011年まで独立行政法人国際交流基金理事長。著書に『グローバリズムへの叛逆』（中央公論新社、2005年）など。

サブプライムローン問題からヨーロッパ財政危機へと、いまやなかば常態化した感さえあるグローバル資本主義の危機を背景に、今日グローバリゼーション／グローバリズムへの懐疑はグローバルに拡大しつつある。若者に広がる閉塞感は国や地域を選ばず、OWS（ウォール街占拠運動）のような反グローバリズム運動が世界中で複製されているが、他方でこうした運動の背景や担い手はきわめて多様であり、過去のさまざまな社会運動とのつながりも錯綜している。
小倉和夫国際交流基金前理事長は2005年に『グローバリズムへの叛逆』を上梓され、新しい反グローバリズム運動の特質に文化論的に分け入りつつ、長期的・戦略的な観点からその限界にも触れる議論を展開した。
反グローバリズムのグローバル化がさらに運動の問題意識に組み込まれていくなか、その特質、可能性と限界について小倉氏の見解を軸に討議を深めたい。
Shaken in the sequential crises of global capitalism, especially from the subprime mortgage crisis and the on-going European sovereignty crisis, skepticism against globalism is widespread. Frustration among youth is ubiquitous and anti-globalism movements like OWS (Occupy Wall Street) are being replicated around the world. This anti-globalist drive is actualized as social movements in quite a number of forms depending on their contexts and agencies. Their historical lineages are also often very much confused.
Professor Kazuo Ogura, former president of Japan Foundation and author of 『グローバリズムへの叛逆』（Revolt against Globalism）, has analyzed the new wave of anti-globalist social movements in the cultural framework of various regions of the world. This special seminar features Prof. Ogura’s lecture concerning the recent anti-globalist movements, their characters, potentiality and limits from a historical and cultural perspective.
